You can submit a refund request through the in-game Customer Support menu.

Among purchasable items, only unused paid Astro Gems are eligible for a refund. Paid content that is consumed immediately upon purchase (such as Passes and Memberships), already-used Astro Gems, and free Astro Gems are not eligible for a refund.
